Yes, you will see them without Bluetooth enabled in the Find My app as the AirTags rely on the Find My network.
Nevertheless, without Bluetooth on, you may have trouble finding them if they are close by and outside the range of the U1 chip. Bluetooth is used for proximity finding and U1 is used for very precise finding.
