As far as I know you cannot change the organizer directly. The new organizer would need to leave the current group and set up a new one, then any children under 13 can be transferred from one to the other, then you can disband what remains of the old group and have the new organizer invite everyone else. See Leave Family Sharing - Apple Support for details. Note you cannot change families more than twice in one year, so make sure you make the right choices at each stage.

Unless you're sharing a subscription service such as Apple Music, you won't lose anything during the transition. If you are re-forming the group under a new organizer, the content will become available again when the previous members join. Should a member not re-join then any purchases that person made and shared will not be available for re-downloading, nor can apps derived from that person be updated. The old content such as an app or media track you downloaded will remain on the equipment, however.

For things such as Apple Music, technically when the group disbands, even for a short while, the people sharing the subscription (except the subscriber) lose their subscription status and also benefits, including playlists. I don't know how immediate that is, but if you are worried then others need to take out an individual subscription during the transition period.
