I went through all the share purchases steps. everyone got a text, pressed accept, setting all say we are sharing purchases. Except nothing shows up on any of the other phones. Phones are running IOS15.1/2

I don't think it downloads the old purchases automatically unless you have enabled it.
Settings > App Store > App Updates [Enable], this downloads new purchases (including free) made on other devices.
why don't i see any shared content?
