Reset phone stuck on apple ID verification code

I had to change my apple ID b/c I was hacked. After I did everything I reset my phone but now I am stuck on the verification screen with the pinwheel spinning in the top right corner and it won't move from there. I received the code on my watch and allow it but nothing is happening.

Try completely shutting down the device for a few minutes. Then restart and skip setting up the Apple ID. Finish setting up the device and then set up the Apple ID.
