can the cellular data be turned off automatically just before reaching the data limit

That feature is not directly available on your iPhone with iOS. What you can do is work with your carrier to ensure that data can be turned OFF at your limit. Some carriers can accomplish this and some will not. Most carriers in the US will just throttle down to 2G speeds once the limit has been reached. Check with your carrier.
