On December 13 I placed an order through the web for a MacBook Pro 14 ”, to be picked up on January 13. To date, I have not received my receipt and the charge does not appear on my card.

You should have received electronic confirmation of your order immediately. Apple usually charges once an item ships. I'm not sure about in-store pickup but you likely will not be charged until you pick up the MacBook.
Apple will not charge you until it is ready to ship/ pick up... Also your receipt can be had by going to your Apple Store account and looking up your orders OR by calling the phone number at the bottom of the page (in the gray area)
