The remote app tells me that I need to enter code from iPhone on the Apple TV. Since I do not have the remote for the Apple TV, how am I supposed to enter the code? Both devices are on the same network.

You do not, you need to locate the Apple TV remote or you will need to replace it.

On a 3rd generation or earlier Apple TV, you absolutely need the actual remote to enter the code. You cannot set up the remote app without the physical remote.
You can borrow one from a friend or relative or buy a replacement.
