You do not need an iPhone for this, if you sign in manually. An iPhone could assist with signing in (“Sign in with device”), but it is optional.
You will need an Apple ID account with your personal details, a verified email address (respond to test message) and a payment method for the Apple TV+ subscription. Check if you have done all the steps for a valid account: How to create a new Apple ID - Apple Support
