This should not be an issue—
Shift Command G is the short cut for Go to Folder
Command Spacebar will open the spotlight search

Is Finder the frontmost application running (i.e., "Finder" is listed in the menu bar).
Open Finder. The 'Go' option should then appear in the menu bar.
