mac mini forgets screen rotation monterey

I just installed Monterey on a Mac Mini (2012).

I set the display rotation to 270, but it forgets this setting after restoring from a screen save (blank).

Is there a way to permanently remember the setting?

A 2012 Mac Mini's hardware does not support Monterey.
