You need to tell us the display model or at least, exactly what inputs the Samsung Display has.
At this point, I would try a straight cable connection without the adapter.
"HDMI to HDMI" using an HDMI cable or a
"USB-C to USB-C" if the display support USB-C input

What display and how is it connected to the Mac Mini?
(display brand and model, USB-C or HDMI, adapters and cables)
When does it rotate?
(wake, restart, turning the display off/on or after disconnecting and reconnecting the display)
FWIW Mac's can sleep 24/7, try sleeping the Mac Mini and only letting the display go into standby mode.
Hey, thanks for your response! It’s a Samsung (not sure with model right now) connected using USB-C Apple dongel (USB-C -> HDMI, USB 3.0, USB-C)
Rotates after I sign out, or turn off the Mac.
