My car is a Buick Encore 2020 and I have an iPhone 13, that only charges wirelessly. There is no place to plug into my car since there is no USB port on my phone.
How can I use Apple CarPlay?

Yes, they do. If your car does not have a USB C port, you can buy a USB-A to lightning cable from Apple. Heck, you can probably buy one at your corner gas station.
Your ability to use CarPlay is dependent on your infotainment system. I believe all Buick Encores support Apple CarPlay (you should see the icon on your infotainment screen -- GM keeps the icon grey and it turns green when connected to your phone). Your car also includes an aux jack, aux power, and USB port in the Center console. There may be a cover on the port, but it's there. Check your manual or contact your dealer for details.

Once you connect your phone to your car you should see Car Play in your infotainment menu turn green; provided your infotainment system supports CarPlay. Tap that icon to connect to the CarPlay interface.
If it offers wireless CarPlay, yes. I cannot recall if that's available in 2020 GM vehicles. Otherwise, you'll need an adapter to plug it in (USB-C to USB-A). I use this one in my Chevy (https://www.bestbuy.com/site/anker-powerline-select-usb-c-to-usb-a-cable-6-ft-black/6455892.p?skuId=6455892)
