You cannot unless that individual is somehow a company set up to accept credit card payments. You cannot use any credit card to pay individual people. A credit card can only be used to pay a business that is set up to process credit card invoices. An Apple Card is still just a credit card, subject to the same processing as any other MasterCard (Apple Card uses MasterCard for processing charges).
