No call ID not showing up as banner or when phone is locked

Thanks for getting back to us. If you have Silence Unknown Callers enabled, "Calls from unknown numbers are silenced and sent to your voicemail, and appear in your recent calls list." Read more about that feature here:

What you're describing with blocked numbers is also expected as outlined here:

"When you block a phone number or contact, they can still leave a voicemail, but you won't get a notification."
