iMessage and Facetime not registering with my Cell number

I have switched iMessage and Facetime Off and restarted my iPhone and tried registering but still no luck. Has anyone solved this problem?

look here If you can’t turn on or sign in to iMessage or FaceTime - Apple Support

See if this will help. Add or remove your phone number in Messages or FaceTime - Apple Support
