When I try to partition an external drive, using Disk Utility, there is no format choice for encryption. How do I encrypt a partition?

All of the below steps were followed wit skips are parts ? Notation is Step 2 in Bold
When I click on Erase in Disk Utility, it does not give the option to encrypt (or for that matter, the option for AFPS). In the Finder, Control clicking on the partition does not give an encrypt option either...
I tried doing ALL this, but in Step 5, there are choices only for Mac OS Extended (Journaled), Mac OS Extended (Case-Sensitive, Journaled), MS-DOS (Fat), and ExFAT.
