You cannot encrypt mac OS extended in Monterey. You can only encrypt APFS. If you format it as ma cOS extended then choose to encrypt in the Finder it will be converted to APFS encrypted.

Encrypt it after you format it.

Format the drive

Let it be mounted

Finder -> Go -> Go to Folder -> /Volumes

Select your drive

Control-Click on the drive

Select Encrypt
