I have this screen and have deselected Protect Mail Activity and I still have to click on Load Content Directly in each email. I've rebooted my laptop and still no change.
All of those boxes must be unchecked. Or, fix whatever is misconfigured on your network. Maybe all it would take is restarting your router.
In Mail, go to Preferences => Privacy
Uncheck the boxes there to disable it.

Ok so under the mail in settings I don’t have preferences. Not sure if I’m looking in the right place.
I have the same question. Under viewing I do not have a box to either check or uncheck to load content directly so have to do it manually every time. This only started a couple of days ago.

It isn't there. It is in the Privacy Tab as picture in the post above yours.

gotcha. I've unchecked all and it seems to work. I was thinking I needed to keep Hide IP Address checked but if I do it still doesn't work.
