Thanks for following up and providing additional information. You mentioned that you have uninstalled iTunes and reinstalled a couple of times. It's important that iTunes and all components are uninstalled in a specific order. Otherwise you may experience unintended effects. Please review the following resource to make sure that the app and all components were uninstalled correctly: Remove and reinstall iTunes and related software components for Windows 7 and later
If the issue persists, let us know more about what happens when you try to sync. Do you see an error message? Does iTunes stop responding?

Thank you for your assistance. My IPOD Gen 3? is visible but I can't sync it unless I drag and drop playlists. The IPOD will not let me sign in to ICloud, but I can sign on to my PC. I have Windows 10. I've had a lot of problems getting both the ITunes app to work and my IPOD device. Some of it seems to be permissions. I had to reset my computer this summer and ITunes didn't work as it had previously. I have uninstalled and reinstalled that app a couple of times. Initially, it would not open from the PC. The device wasn't recognized on ITunes. Now I can see it. I can't sync on startup with a USB cable, and I can't sync via WiFi.
Did you originally install iTunes from the Microsoft Store or from a download from Apple's website? If from the Microsoft store it will not have all those components listed separately. In that case it gets uninstalled using Window's Apps and Features.
I did the uninstall and reinstall as directed. Not all components were found. See additional text for diagnostics report.
