How do I give a gift subscription to Apple TV+ to a person who does not have an Apple account.

I can't see a gifting option in the TV app.
To make use of your gift your recipient would need to create an Apple ID to make use of your gift, and it is a service with a paid monthly subscriptions (US $4.99) per month.
Have you thought of a physical gift voucher to the value of a certain number of months - perhaps a whole year's worth? Apple gift vouchers can be found in many retailers not just Apple stores. Might be a good option.
