Can I put a AirTag on my dogs collar? She is a dog that will bolt out the door any given opportunity when she gets nervous or scared. She normally doesn’t get far, but we are moving to a new state and I’m scared she will get lost and we couldn’t find her.

Some people do. I don't think it really makes sense. The dog would have to encounter a lot of people with iPhones. And, AirTags are not real-time trackers; unlike lost keys, a dog isn't likely to just be in the same place.
Also airtags beep when they are away from you after 8 hours.
Don't subject your dog to that.
