I can't get my Apple Music replay :(

hey! I've been using Apple Music and listening for years. and today I tried to get my replay but it says that I haven't listened to enough music. that's probably impossible

I checked my settings and both 'use listening history' and 'personalised recommendations' were on. so I can't get why it doesn't want to make a replay playlist for me :(
