iPhone 7 Plus cycling between black screen and Apple icon screen

iPhone 7 Plus is cycling between black screen and Apple icon screen.

This may not be my phone. It was returned to me from a buyer. I am trying to confirm that it is my phone.

What is wrong with it? and what can I do about it?

Is there any way to determine IMEI number when it is like this?
