That is the largest issue when purchasing secondhand Apple devices from sellers that are not Authorized by Apple. You have run into the Activation Lock on both of those iPads. You will need the credentials of the original owner (Apple ID and Password) to remove the Activation Lock. At this point, neither you nor the Pawn Shop will have those credentials. This will render those iPads useless to you. Those iPads were probably lost or stolen, in my opinion.
