WiFi and iPad:

There are two possibilities you could be asking about:

1) How can an iPad connect to a wireless network?

2) If I have an iPad which has a cellular connection how can I connect my iPhone (or other) to my iPad to use that cellular data? (set up the iPad as a "personal hotspot")

1) there are quite a few types of connections possible here (visible vs "hidden" wireless, WPA2/WPA3 Personal vs "Enterprise", etc.). The simplest answers can be found at:

https://support.apple.com/en-ca/HT202639

- usually "the network" and your iPad will negotiate how they're going to communicate and all you need to provide is credentials. "Personal" networks require only a password for credentials. "Enterprise" level wireless networks require both a userID and a password.

2) if you will be sharing your iPod's cellular connection you can enable your iPad to be a "personal hotspot" by: Settings > Cellular > Personal Hotspot or Settings > Personal Hotspot, then tap the slider next to Allow Others to Join.

There's more detail on this and how to connect another device to your newly created "personal hotspot" at:
