imessage not activating

Hi. i have just bought an iphone SE for my daughter. she has already got an icloud account and used this to use imessage on her ipad. i have set up the new iphone, however imessage will not use the new phone number to send imessages, it will only use the previous email. on settings/ imessage it says activating.

the apple id on the phone and imessage sign in are the same. ( i think).

any ideas on how to get imessage to activate the phone number?

the phone can make calls and send sms with no problem.

To activate iMessage and FaceTime using your Phone number


First, check to know whether you have an SMS plan enabled at least for One SMS with your carrier. Contact your Carrier (Cellular Service Provider) the agency that issued the SIM to you


If your iPhone is used with a carrier not found in the wireless carrier articles, make sure you can send and receive international SMS. (One SMS Only)


If you can't turn on or sign in to iMessage or FaceTime - Apple ...


If the above process does not work then simply disable WiFi and enable iMessage over 4G
