Good news I went through apple I tunes support and spoke to their billing department and they were able to refund the cards and now we can buy the apple store cards.

it is possible you just need to find the right department!!

I have this issue too, so hopefully some can help us!

As do I, I bought my daughter an Voucher as she wants and Apple Watch, but turns out I bought her an iTunes voucher and I can't find a way of swapping it to a store voucher. Any help please?
