Ask to Buy on iPad when having only one Apple device

My daughter got iPad 2021. She is logged in to the device with her own AppleID. I have enabled "Ask to Buy" - however, I do not have another apple device. How can I approve "Ask to Buy" request on e.g. Android or Windows.
