iPhone 11 Pro won't open QR scan links

I am not able to open the link from a QR code. I have an iPhone 11 Pro and I do have Safari enabled on my Cellular Data. Whenever I scan a QR code all I get is lots of numbers. I have the QR scan enabled on my camera. I have downloaded several different QR code scanners/readers and it is always the same result. It appears that for some reason the connection is not being made between the scan and the internet.
