Changing a phone number on a 4s when one has bought a mini 12

I bought a mini 12 and successfully used the SIM card from my old 4s and replaced it with a new SIM card. Now I want to replace that new SIM card in the 4s with a different SIM card and I can't change the number on both the mini 12 and the 4s

Can anyone help please?

SIM can be changed only if the iPhones are Unlocked and SIM Free.

Remove your SIM card from the SIM card tray and then put the SIM card back. ... Make sure that the SIM tray closes completely and isn't loose. If you use a SIM tray from a different model iPhone, iPad, or from another phone manufacturer, it might not fit properly.
