I understand that you are in the Library section of the TV app on your iPhone. Are you not able to either choose another option from the Bottom Row selections that are available or able to SWIPE UP from the bottom of your screen to return to the Home Screen?

Force restart iPhone 8
Press and hold both the volume down button and the Sleep/Wake button at the same time. When the Apple logo appears, release both buttons. (DO NOT release Side Button when invited to Slide Power OFF).
