Pairing a used Apple Watch with an iPhone 12

I’m trying to pair my old Apple Watch with my sister’s iPhone 12. When we try to pair them we get a message about unable to update because there’s no internet connection, but I can clearly see the phone is connected to the internet.

Here is a picture of the message. I’ve tried resetting and erasing the Apple Watch several times now so I don’t think that’s the problem.
