Family sharing unavailable

I recently switched my data to a new iPhone and I’m giving the old one to my son. On my new iPhone, my family information is unavailable so there’s no way of adding him to “family sharing” as a member, or even accessing family sharing information as well as screen time and I’m unsure of how to resolve this issue. I’ve searched the web but haven’t found any helpful results.
