foreflight website says foreflight mobile 9.6 is avaiable for the ipad 3, but app store will not load it. what do i do to load 9.6?

iOS software won't load newest version iOS software won't load newer versions. Current version is 10.3.4 This is an older iPad and I'm using wifi only not cellular. No apps will load. Keeps saying App Store isn't available too

From the information you provided, you have an iPad 3 with iOS 9 installed and according to the ForeFlight website, you can access ForeFlight Mobile 9.6. What happens when you attempt to download the app in the App Store? You should be prompted to download an older version of the app.
