How to turn on app tracking?

Hi everyone

I cannot turn on app tracking, and I don’t know why. In settings, the toggle to switch it on is greyed out. Beneath the greyed out toggle it says “This setting cannot be changed because your Apple ID does not meet the minimum age requirements.”

I am 18 years old. Does 18 not reach the minimum age!? This is extremely confusing please help!
