Is there a way I can update my iOS from 9.3.5 to the recent one? I bought my son a refurbished iPad and it’s saying that all the apps are incompatible.

If you're referring to an iPad 2, iPad 3, or first generation iPad mini, no; some of these can be updated to 9.3.6, but this will only fix an issue with the GPS. Otherwise, use a computer or the Software Update function in Settings.

So plugging in the iPad to a PC or MAC would update the IOS?
Only if a newer version is compatible with that model. See the first sentence above.

i have an iPad Air. I cannot update past 12.5 iOS. Is it too old?
If you're trying to update it to 13 or above, yes.
If you're trying to update it to 12.5.5, describe what happens.
