Yes the battery on an iPad is replaceable, however, it is not designed to be replaced by the user (You and I). The cost is $99 in the US and Apple will perform the repair. I recommend that you have your iPad examined at the Apple Store or at an Authorized Service Center for further diagnosis and a resolution.
