Hey there, I'm an inexperienced Mac user, want to copy my entire photo library to an external drive (I have a Seagate 1TB external drive), but am nervous I'm going to accidentally delete them. My entire photo library is also currently in iCloud, what's the best, safest way for an inexperienced Mac user to copy them to the external drive?

Yes, you can, but it must be re-formatted first (again apfs or macos extended). The time machine format doesn't support the permissions structure needed for a photos library.
After formatting, make sure you can check the "ignore ownership" checkbox.

I had previously used it on my old Windows desktop, will it still work now on my Mac, or should I invest in another external drive?
The drive must be formatted Mac OS Extended (Journaled) or apfs. If you previously used it with a Windows box then you will need to erase and reformat it with Disk Utility.
