Can’t delete apps or update iOS

Hello.

Recently I discovered 2 new problems with my Iphone 11 with iOS 15.1.

So I can’t delete apps from my phone. Only after a restart, phone allows to delete only one app, after that it just ignores the fact that I press “remove app” or “-“. So I thought that maybe I don’t have space or I must update my iOS. But I have a lot free memory (I also subscribe icloud 50gb). Unfortuntaley my phone also doesn’t allow me to update it to iOS 15.2. After downloading the update it shows that some error accured and thats it. So I though maybe I have this “screen time restriction” that I googled, but no, my screentime was off all this time. I also thought that fully restarting settings would help, but no. After that I just erased everything from my phone and didn’t even made a backup to ensure that it is fully fresh and without any information. Still it doesn’t allow me to update iOS or delete ANY app. Also it doesn’t download any from appstore (it just downloads it, but it doesn’t shows on the phone after downloading and it doesnt find it on the search and even don’t open from app store).

Is it problem with iOS or my device? I would really like to know whats wrong and how to fix this.
