parental controls via Android

Can I approve my child's apps via iCloud or android? Years ago for work I changed to Android and my 13 year old wanted an iPhone. We got her one but I am finding it very hard to do any parental control or approve apps. I can not find where to approve her app download requests.

You can’t manage parental controls without an iOS device, except on the phone itself.

You can’t. You need another Apple device. Not sure if you can approve on a Mac, but you definitely can on iPhones, iPads, or iPod Touches.
