Cellular data/app store

Here’s the situation: The cellular data got turned off for the App Store. When the App Store couldn’t be used because of this, the settings wouldn’t allow it to be turned back on. The option to do so is there, but the phone won’t let it happen. It has been tried to toggle “Cellular Data” and then the phone off and on. That didn’t work. The settings page that has been used was a link provided by the App Store, but it’s still not allowing the setting change.
