Second hand Apple Watch Series 6 GPS Activation Lock Problem

I have bought a secondhand Apple Watch online, I tried to set up and pair it with my iPhone however the previous owner’s Apple ID still appear in the Activation lock. The problem is I cannot contact the owner for her to remove the device from here iPhone. Has anyone experienced similar to this situation and what are the solutions to consider?
