Why is 2-factor authentication not showing up as an option on my Apple Security setting? (Trying to set-up AirTags, which require it.)

We see you're currently not able to set up AirTags because you're not seeing Two Factor Authentication enabled. Be sure to look over Two-factor authentication for Apple ID for further information, if you need further assistance, click here to Get Support.

The "Two Factor Authentication" option isn't showing up at all so I can't turn it on. See below
