It requires an iPhone SE (1st generation), 6S or later. It says so on the Apple website. It cannot be setup by itself. Alternatively if you have a Apple Watch Series 4 or later, with Cellular, you can do this: Set up an Apple Watch for a family member – Apple Support (UK).
