If you have an iPhone or iPad with an Activation Lock associated with a different and unknown Apple ID, there is no means to change that without the Apple ID and password holding the Activation Lock, or without original purchase receipts showing the serial number, or similar proof of ownership as deemed appropriate by Apple.
Activation Lock is intended as a theft deterrent, and it is intentionally not easy to bypass. We can’t help with that, and—absent the right paperwork—Apple won’t help.
If you have acquired a used iPhone or iPad with Activation Lock set, then there is no means to remove that, and either the seller removes the lock, provides a refund, or (as many do) has already disappeared with your payment.
As often happens for these purchases, recycle it.
