If you are unable to enter the passcode to get to the Home Screen of your iPad, then either the iPad is disabled or too many attempts were made with an incorrect passcode to unlock the iPad. I know that you said that you have never set up a passcode. That is fine, however at present, your iPad thinks that there is a passcode in existence.
You will have to address this issue by resetting the passcode to your iPad by following the instructions in this guide published by Apple ➔ If you forgot the passcode or if your iPad has been disabled. You will need a computer to execute this procedure and all the data on your iPad will be erased.
Hopefully, you have a backup created on ➔ iCloud and/or on a computer. If you do then, you can ➔Restore your iPad from the backup file once your passcode has been reset and the iPad has been returned to factory settings by the procedure in the link above.

An iPad passcode cannot be recovered, reset or modified from another device. If your iPad is disabled, or the Passcode is unknown or has been forgotten, you have no alternative other than to follow this process:

If this is a used device, then know that only the person logged in can log them selves out of it. So, if they do not log out, then you are out of luck (IOW: You've been scammed). So, ask the seller for a return. If purchased off of a Web site (i.e. eBay), ask if the seller can be held accountable , and if you can get money your money back. This is the sited the seller should have used: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. They should have known better.
