Unfortunately, you cannot do that. Mac computers newer than 2020 are not compatible with Target Display Mode, and neither is macOS Big Sur or macOS Catalina. For more info, please see: Use your iMac as a display with target display mode - Apple Support.

Hi,
iMac M1 has Thunderbolt4 ports, iMac Late 2013 has Thunderbolt which are not compatible each other, so you need to get USB-C to Thunderbolt2 adapter which is available at online/retail Apple Store or Apple Authorized resellers.

Correct, you cannot use your iMac (Late 2013) as a display for your new iMac (24-inch, M1, 2021).
