Every time I send a text to my mom it goes to a group chat with unknown people. I have deleted and reentered her contact, left the group, and nothing works. I got a new phone, and it’s still doing the same thing.

When you view the contact on your device, do you see only the expected phone number there?
If you see any unexpected numbers listed there, remove them, and test again.
Also, have your mom check for any unexpected numbers shown for iMessage: Add or remove your phone number in Messages or FaceTime
