2 iPhones with 1 Apple ID, which one syncs with 3rd newly purchased one the apps?

I have 2 iphones with 1 Apple ID. I deleted some apps from one of them (call this iphone A), and these are NOT deleted on the other. As you know, deleted apps do not sync on both devices.

I recently bought a new iphone and would like to used the same apple id. My question is: how can i ensure I replicate apps on my first iphone A, in which some apps were deleted, to my newly purchased iphone? I cannot figure out what icloud considers as the master in terms of list of my apps that i need to sync with any new device that will use same apple id again.
