Trying to set up my daughters new iPhone with family sharing but she’s 13 and the birthday is only allowing a birthdate up to 13

Having a problem setting my 13 year old daughters new iPhone 13 under her own Apple ID And then still allowing her to share under my family share plan.

See Create an Apple ID for your child - Apple Support. Given she is old enough to create her own ID you or she can do it using the process in How to create a new Apple ID - Apple Support, then you can invite her to join the family plan. See Set up Family Sharing - Apple Support.
